The research has shown that the key measures stimulating the transition of the enterprises to the progressive technical-technological level are: the development of the legal framework that regulates the relationship process at the-levels - municipal, enterprise, among financial, insurance organizations and enterprises, among enterprises of agroindustrial complex (production, storage, processing, marketing, etc.) in the process of integration; creation of the information and consultancy service (ICS) in each area; consolidation and integration of small and medium-sized enterprises; clear strategy for the development of large and integrated companies (strategic planning) or rational innovation policy.
