Abstract (English):
The fundamentals of the methodological approach to the risk point identification in regional labor markets on the basis of the imbalance indicator in human resource structure and personnel need of territories are stated in the article. The possibility of the competence approach use in the choice of the optimum source for the need in personnel satisfaction on the territory and the human resource mobility is considered.
